Excellence-driven mobility in Europe through graduate programs (see also attached doc)

Abstract : Mobility fluxes of PhD students reflect both the map of excellence in research and the map of barriers and incentives to mobility. Facilitating the migration of the brightest students by lowering barriers and providing the right incentives thus shapes the geography of academic excellence over time. We believe in the necessity of setting up a graduate mobility programme in Europe, primarily driven by excellence criteria.

Europe has already numerous assets (different and complementary fields of excellence, an appropriate instance of evaluation with the ERC, and already existing excellent, innovative PhD programs). Europe should set up a light and incentive machinery that will support graduate student mobility, through the implementation of evaluation and labelling system. The best graduate programs should receive a quality label, which would provide access to EU resources. This system will allow the best programmes to grow, get established and be copied.
